No this is not a dandelion gone to seed. In fact, I have no idea what it is. It’s a tall stalk (nearly five fee!) and it has these globular flowers at the top. It just looks weird.
As Dix says, it’s a thistle, a Glandular Globe thistle or Echinops sphaerocephalus if you want to go all Latiny. A eurasian species belonging to the tribe Cardueae within the family Asteraceae. 🙂

No. That’s why we have kilts. There’s nothing worn underneath, it’s all brand new.

Thankfully, thistles don’t have to have thorns. They can be just annoying instead of dangerous 🙂
